Lead or Regulate?

Transformational leaders should focus on:

  • vision and values,
  • not policies, procedures, and regulations

As leaders of educational change, state departments of education can influence and inspire. They must communicate both a vision and values for schools (ends), rather than specific procedures that schools must follow (means). State departments should empower educators at all levels to be innovative in their pursuit of excellence.

State leaders know that it is hard to predict future events.  Moving from a paradigm of regulating how educators do their work to leading what they work for and why they work for it is paramount.  Visionary and values-oriented leadership allows the mission of education to remain constant even when the means of this work will vary due to changes in our society.
